GENERALPROVISIONS
567.005Greenhouse facilities for seed potato testing; management. The OregonUniversity System is authorized to construct at the site of Oregon StateUniversity at Corvallis, such greenhouse facilities as may be necessary fortesting seed potatoes for diseases, experimentation on insect control methodsand materials, research on potato disease problems and for the development andtesting of special varieties and strains of potatoes. The greenhouse facilitiesshall be under the control and management of the experiment station. [Amendedby 2009 c.762 §86]
567.010Disposition of moneys for greenhouse facilities. A separateaccount in the General Fund is established for the purposes described in ORS567.005. Moneys in the account are continuously appropriated to the OregonUniversity System for the purposes described in ORS 567.005. [Amended by 2005c.755 §48; 2009 c.762 §87]
567.015Cost of operation paid by growers. The cost of operation of the greenhousefacilities described in ORS 567.005 for testing seed potatoes of individualgrowers shall be paid by the growers in such proportionate amounts as shall beagreed upon as being equitable and just considering the service rendered. Theamount paid shall be deposited in the account established in ORS 567.010 andused to pay the cost of operation of such facilities. [Amended by 2005 c.755 §49]
567.020Greenhouse facilities under control of experiment station when not in use. During anyportion of any year when the facilities or any part thereof are not being usedfor the purposes specified in ORS 567.005, they may be used by Oregon StateUniversity under the control and management of the experiment station for suchpurposes as may be deemed most advantageous to the university and to Oregonagricultural development.
567.025Disposition of moneys in Gorse Control Account. The State Boardof Higher Education, acting through the Oregon agricultural experiment station,shall use moneys in the Gorse Control Account established in ORS 567.030 todefray the expenses of research, including salaries of investigators, suppliesand apparatus, traveling expenses, and other expenses necessary in conductingthe research, and publication of reports and bulletins upon results of theresearch for investigating problems relating to gorse with special reference todetermining methods of controlling gorse. 567.030Gorse Control Account. There is established a Gorse Control Account in theGeneral Fund for the purposes described in ORS 567.025. All funds madeavailable for the purposes of ORS 567.025 shall be credited to the GorseControl Account and are continuously appropriated to the State Board of HigherEducation for the purposes of ORS 567.025. 567.035Eradication of algae, weeds and grasses; matching funds; cooperation withUnited States Government and other agencies. (1) The State Board of HigherEducation, acting through the Oregon agricultural experiment station, shalltake the action necessary to eradicate and control anacharis densa and otheralgae, including all detrimental weeds and grasses which are found growing inthe waters, lakes and streams of this state.
(2)In administering this section the board, acting through the Oregon agriculturalexperiment station, may cooperate with the United States Government, and mayutilize the services of, and cooperate with any state or private agency oragencies, and may accept and expend funds therefrom in carrying out its dutiesimposed by this section.
567.040The Dalles experimental area established; purpose. (1) Anexperimental area to serve as a field laboratory of the agricultural experimentstation of Oregon State University is established.
(2)The experimental area shall be located in The Dalles district of Wasco Countyfor conducting investigations and experimentation in the problems of producing,fertilizing, harvesting, varietal testing, soil improving, irrigating,handling, storing, utilizing, controlling diseases and pests, and on such otherproblems of horticultural and field crops as may arise in the area.
567.045Existence of certain experiment stations not affected by repeal of statutespertaining to appropriations for such stations. The repeal ofORS 567.225, 567.280, 567.285, 567.305, 567.310, 567.315, 567.320, 567.370,567.375, 567.415, 567.420, 567.425, 567.465, 567.470, 567.525, 567.530,567.535, 567.555, 567.560, 567.565, 567.570 and 567.605 is not intended toaffect the existence of the following experiment stations:
(1)Eastern Oregon Agricultural Experiment Station.
(2)Umatilla Branch Experiment Station.
(3)Medford Branch Experiment Station. [1955 c.770 §3]
DRYLANDS EXPERIMENT STATION
567.205Dry lands experiment station established; location. (1) In order toinvestigate and demonstrate the conditions under which useful plants may begrown on dry, arid or nonirrigated lands of this state and to determine thekinds of plants best adapted for growth on these lands, there is established inthe manner provided for in ORS 567.205 to 567.240, an experiment station inthis state for such purpose.
(2)The experiment station shall be located on such part of dry, arid ornonirrigated lands of this state as shall be selected by the State Board ofHigher Education acting in cooperation with a representative of the UnitedStates Department of Agriculture.
567.210Station management and control. The station shall be under themanagement and control of the State Board of Higher Education as a branchstation of Oregon State University.
567.215Duties of those in charge of station; experiments. Those havingthe experimental farm in charge shall:
(1)Secure seeds, from this and other countries of the world, of plants that arethought suitable for growth on dry lands, and observe and record the growth,yield and composition of the plants grown from seeds so secured.
(2)Investigate and determine the methods of soil treatment by which the soil wateris best conserved.
(3)Investigate the possibilities of grazing on dry lands which have been seeded todifferent crops.
(4)Undertake such other experiments and demonstrations as are deemed advisable,having in view the reclamation of the dry or arid lands of the state.
567.220Annual report.The State Board of Higher Education shall cause to be prepared and publishedfull and complete annual reports of the work undertaken and accomplished by thestation, and an edition of such number of copies as the board shall determineshall be published annually and distributed free of charge. The cost of suchpublication and distribution shall be deemed a part of the general expense ofthe station.

567.230County court may acquire site for station. The county court of the countyin which the experimental station may be located may acquire by purchase orlease sufficient suitable land to be selected by the State Board of HigherEducation, acting in cooperation with a representative of the United StatesDepartment of Agriculture. In case the land is acquired by purchase, thepurchase price shall be paid from the general funds of the county upon theorder of the county court by a warrant, in the manner in which other claimsagainst the county are paid. In case the site for the station is acquired bylease, the lease shall be made in favor of the State of Oregon for such term ofyears and upon such conditions as shall be required by the State Board ofHigher Education, and the rent shall be paid out of the county treasury of thecounty in which the station is located by warrant drawn upon the countytreasury by an order of the county court.
567.235County court may acquire buildings and other improvements. The countycourt of the county in which the station is located is authorized and directedto place upon the land acquired as provided in ORS 567.230 such buildings andother improvements, including a well, as may be required by the State Board ofHigher Education. The expenses incurred thereby shall be paid in the mannerprovided by ORS 567.230 for payment of the purchase price or rent of the land.
567.240County court may sell property of station upon discontinuance; disposition ofproceeds.In the event the station is discontinued, the property acquired under ORS567.230 and 567.235, including land and improvements thereon as well as theimprovements placed upon leased land, may be sold by the county court in suchmanner and upon such terms and conditions as the county court at a regular termthereof may determine. The proceeds arising from such sale shall be returned tothe general fund of the county.
ASTOREXPERIMENT STATION
567.255Astor experiment station established; purpose; location. In order toinvestigate and demonstrate the conditions under which useful plants, grainsand fruits may be grown on submersible lands, reclaimed swamp lands andlogged-off lands in this state and to determine the kinds of plants, grains andfruits best adapted for growth on such lands, there is established anagricultural experimental station in Clatsop County in such place as may beselected by the State Board of Higher Education. The station shall be known asthe John Jacob Astor Agricultural Experiment Station. [Amended by 1969 c.594 §61]
567.260Station management and control. The Astor experiment station shall beunder the control and management of the State Board of Higher Education as abranch of Oregon State University.
567.265Land and equipment furnished by Clatsop County. The necessarylands, permanent improvements and initial equipment required in the work of theAstor experiment station shall be provided by Clatsop County without cost tothe state.
567.270Biennial report.The State Board of Higher Education shall cause to be prepared and published atleast once every two years a full and complete report of the work undertakenand accomplished by the Astor experiment station. The reports shall bedistributed free of charge. The cost of the publication and distribution shallbe deemed a part of the general expense of the station.
567.275Cooperation with United States Department of Agriculture. The State Boardof Higher Education may cooperate in the special work of the Astor experimentstation with the United States Department of Agriculture, or of any bureau orofficer thereof, and may enter into any necessary agreement therefor with saiddepartment, or any bureau or office thereof.

EASTERNOREGON EXPERIMENT STATION
567.325Cooperation with federal government. The State Board of Higher Education maycooperate in work in any special field of the experiment station with thefederal government or any department, bureau, or office thereof, and may enterinto any necessary agreement therefor with said government, department, bureauor office.
567.330Biennial report.The State Board of Higher Education shall cause to be prepared and published atleast once every two years, full and complete reports of the work undertakenand accomplished by the station. The reports shall be distributed free ofcharge. The cost of such publication and distribution shall be deemed part ofthe general expenses of the station.
