SECTION 10-13-5

   § 10-13-5  Citations to state as creditor.– Every person imprisoned or liable to be imprisoned in any suit in favor of thestate, entitled to the oath prescribed in § 10-13-8, may apply for andhave a citation to the state, to show cause why he or she should not beadmitted to take the debtor's oath.
