SECTION 11-9-3

   § 11-9-3  Seizure and custody of exploitedchild – Proceedings as against neglected child. – The town sergeant of any town, the chief of police of any city, or any agent ofthe director of children, youth and families may enter any place where anychild may be held, detained or employed in violation of §§ 11-9-1– 11-9-8, and, without process of law, seize and detain the child and holdhim or her as a witness to testify upon the trial of any person charged withviolating the provisions of §§ 11-9-1 – 11-9-8; and if prior toor upon conviction of the offender, no person shall appear who is entitled tothe custody of the child, the officer having the child in custody may bringproceedings against the child as a neglected child under the provisions ofchapter 1 of title 14.
