SECTION 12-21-24

   § 12-21-24  Complaint or information askingforfeiture. – The person making or directing a seizure shall without unnecessary delay makecomplaint on oath and in writing to a judge of the district court for thedivision in which the offense for which the forfeiture has accrued wascommitted, regardless of the value of the property seized, and jurisdiction isconferred on the district court to try and determine the matter notwithstandingthe value of the property seized is in excess of five thousand dollars ($5,000).
