   § 13-7-14  Penalty for violations. –Any officer who willfully neglects or refuses to comply with the provisions ofthis chapter relative to the purchase of articles and materials from the publicwelfare institutions shall be punished by a fine of not more than one hundreddollars ($100) for each violation.
