§ 13-9.1-1.2 - Findings.

SECTION 13-9.1-1.2

   § 13-9.1-1.2  Findings. – The general assembly has found and hereby declares that:

   (1) The interstate compact for the supervision of paroleesand probationers was established in 1937, it is the earliest corrections"compact" established among the states and has not been amended since itsadoption over sixty-two (62) years ago;

   (2) This compact is the only vehicle for the controlledmovement of adult parolees and probationers across state lines, and itcurrently has jurisdiction over more than a quarter of a million (250,000)offenders;

   (3) The complexities of the compact have become moredifficult to administer, and many jurisdictions have expanded supervisionexpectations to include currently unregulated practices such as victim input,victim notification requirements and sex offender registration;

   (4) After hearings, national surveys, and a detailed study bya task force appointed by the national institute of corrections, theoverwhelming recommendation has been to amend the document to bring about aneffective management capacity that addresses public safety concerns andoffender accountability;

   (5) Upon the adoption of this interstate compact for adultoffender supervision, it is the intention of the legislature to repeal theprevious interstate compact for the supervision of parolees and probationers onthe effective date of this compact.
