SECTION 16-41-4

   § 16-41-4  Appropriations. – To carry out the purposes of this chapter the general assembly shall annuallyappropriate any sum as it may deem necessary. The state controller isauthorized and directed to draw his or her orders upon the general treasurerfor the payment of any sum or so much of a sum as may be required from time totime, upon the receipt by him or her of properly authenticated vouchers.
