SECTION 16-44-1

   § 16-44-1  Declaration of intention. –The general assembly, having found that the welfare of the state and theeducational interests of many of its young people will be served by collegeprograms of two (2) years' duration offered by institutions established forthis specific purpose, declares its intention to provide those educationalprograms through the establishment and operation of two (2) year communitycolleges as a part of a unified system of higher education.
