§ 16-7.1-3 Accountability for district andschool expenditures. All school districts shall implement a uniform program to track educationalexpenditures and investments. All school districts shall prepare annual reportsof its programs which shall be submitted to the department of elementary andsecondary education by July 31 of each year. The business office in each schooldistrict shall annually declare that the facts and figures presented in thedistrict expenditure report are accurate to the best of their knowledge. In theevent that a report is not submitted within thirty days of July 31, stateeducational aid to the school district may be withheld. In addition, eachschool committee shall annually ratify the district expenditure report andtransmit the report to the commissioner of elementary and secondary educationno later than September 30 of each year. Furthermore, the commissioner ofelementary and secondary education in conjunction with the Rhode IslandAssociation of School Business Officials shall determine the feasibility of andimplement when appropriate a standard chart of accounts for all schooldistricts. If implemented, the municipalities shall integrate use of this chartof accounts with municipal accounts as appropriate.
