   § 2-9-5  Appropriations – Expenses.– The general assembly shall annually appropriate any sums that it may deemnecessary for the purposes of this chapter; and the state controller isauthorized and directed to draw his or her orders upon the general treasurerfor the payment of the sums appropriated, or sums that may from time to time berequired, upon receipt by him or her of proper vouchers approved by thedirector of enviromental management.
