   § 21-23-7  Inspections and reports. –It shall be the duty of the department of health to make at least quarterlyinspections of all places or premises for which permits are issued and a reportkept on file at the office of the department of health as to the sanitarycondition maintained by the bottler. The department shall make inspections atany time it shall determine.
