SECTION 21-28.2-13

   § 21-28.2-13  Preservation of rights.– The certification of a narcotic addict to the care and custody of thedepartment pursuant to §§ 21-28.2-3 – 21-28.2-11, or thetransfer of the narcotic addict pursuant to § 21-28.2-12, shall notforfeit or abridge any of the rights of the narcotic addict as a citizen of theUnited States or of the state of Rhode Island, nor shall the provisions of theelection law depriving or limiting the right of a person admitted or certifiedto a mental institution to register or vote be applicable to the narcoticaddict; nor shall the facts or proceedings relating to the admission,certification, or treatment of the narcotic addict be used against that personin any proceeding in any court, other than a proceeding pursuant to theprovisions of this chapter.
