SECTION 21-28-3.06

   § 21-28-3.06  License required formanufacture. – No person shall manufacture, compound, mix, cultivate, grow, or by any otherprocess produce or prepare controlled substances, and no person as a wholesalershall supply controlled substances, without first having obtained a license todo so from the director of health.
