SECTION 23-1-1.3

   § 23-1-1.3  Transfer of responsibilities.– Whenever, in any general or public law, the words "office of substance abuse","OSA", "department of substance abuse" shall appear, they shall be deemed torefer to and to mean the "department of mental health, retardation, andhospitals". Whenever, in any general or public law, the words "director of thedepartment of substance abuse" shall appear, they shall be deemed to refer toand to mean the "director of the department of mental health, retardation, andhospitals".
