   § 23-1-31  Approval of construction bydirector. – (a) No person shall construct any facility to be used for a food business, oradd to, or otherwise alter an existing one, without having obtained theapproval of the director of the plans and specifications for the proposedconstruction, addition, or alteration.

   (b) A plan review fee for new establishments, and forestablishments where the cost of renovation exceeds fifty percent (50%) of thevalue of the establishment, shall be charged. The plan review fee for theseestablishments shall equal the annual cost of the license/registration fee.
