   § 23-12.1-2  Establishment of program.– The state department of health, referred to in this chapter as "thedepartment", shall establish a program for the care and treatment of personssuffering from hemophilia. This program shall assist persons who requirecontinuing treatment with blood and blood derivatives to avoid crippling,extensive hospitalization, and other effects associated with this criticalchronic bleeding condition, but who are unable to pay for the entire cost ofcare and treatment services on a continuing basis despite the existence ofvarious types of hospital and medical insurance coverages, Medicare, Medicaid,and other government assistance programs, and private charitable assistanceprograms.
