SECTION 23-13-10

   § 23-13-10  Complaints for violations.– Complaints for violation of the provisions of § 23-13-9 shall be made bythe director of the state department of health or by any one authorized by thedirector, and persons making a complaint under the authority of § 23-13-9shall be exempted from giving surety for costs on the complaint.
