   § 23-17.12-15  Annual report. – The director shall issue an annual report to the governor and the generalassembly concerning the conduct of utilization review in the state. The reportshall include a description of utilization programs and the services theyprovide, an analysis of complaints filed against private review agents bypatients or providers and an evaluation of the impact of utilization reviewprograms on patient access to care.
