   § 23-17.3-5  Reports and recommendations.– The council shall submit an annual report to the governor and the generalassembly on or before January 15th of each year, setting forth the council'srecommendations for the betterment of long-term health care for the elderly. Inaddition, the council shall make recommendations to the appropriate stateagencies whenever it considers the recommendations to be necessary.
