§ 23-18.10-1 Findings. The general assembly has found and declares that:
(1) Available scientific evidence indicates a strongprobability that the family of substances known as chlorofluorocarbons, whendischarged into the atmosphere, degrade the earth's protective layer of ozone,allowing increased amounts of ultraviolet radiation to penetrate theatmosphere, posing an acute and immediate danger to human health, life, and theenvironment. Available scientific evidence indicates the strong possibilitythat the resulting increase in human exposure to ultraviolet radiation mayalready have caused an increase in the incidence of skin cancers and otherserious illnesses.
(2) There are substitutes for products containingchlorofluorocarbons currently available which do not use chlorofluorocarbons intheir manufacture.
(3) The people of the state support international, federal,and state bans on all uses of chlorofluorocarbons not deemed absolutelyessential.
(4) It is the intent of the general assembly to reduce theamount of CFC-processed products purchased and used by the people of RhodeIsland, and thereby to reduce the health hazards created by the manufacture ofthese products.
