   § 23-18.12-1  Legislative purpose. –The general assembly has determined that the packaging of beverages innon-recyclable containers is a significant source of waste within the state andis, therefore, a necessary concern of the effort to reduce the filling of thestate central landfill as well as to reduce the economic and environmentalcosts of waste management for the citizens of the state.
