   § 23-18.13-9  Regulations. – The department shall promulgate rules and regulations as may be necessary toimplement and carry out the provisions of this chapter. The rules andregulations shall require manufacturers or distributors to pay a fee rationallyrelated to the costs of enforcement of this program. Any fee paid shall be paidto the environmental response fund in § 23-19.1-23 and appropriated forenforcement of this program.
