   § 23-19.9-9  Enforcement. – Primary responsibility for enforcing the provisions of this compact shall restwith the affected state or states. Each party state, consistent with federaland host state regulations and laws, shall adopt and enforce laws imposingpenalties on any person, not acting as an official of a party state, forviolation of this compact. The Commission, upon a two-thirds ( 2/3) majority ofthe eligible votes of its members, may bring action to seek enforcement orappropriate remedies against party states which violate the laws or regulationsadopted pursuant to this compact.
