   § 23-24.3-1  Legislative findings. –Some chemical solvents containing toxic chemicals including halogenatedhydrocarbons and aromatic hydrocarbons are sold as sewerage system cleaners anddegreasers. These chemicals are toxic, generally nonbiodegradable, and are asignificant and unnecessary source of water pollution and groundwatercontamination. When used to unblock or deodorize sewerage systems, they areintroduced into the groundwater where they have adverse effects on theenvironment and health of the citizens of this state. It is the policy of thisstate to eliminate the introduction of these chemicals into the groundwaters ofthis state.
