SECTION 23-27.3-104.1

   § 23-27.3-104.1  Owner responsibility.– The owner, as defined in article 2, or the owner's designated agent, shall beresponsible for the safe and sanitary maintenance of the building or structureand its exitway facilities at all times, unless otherwise specifically providedin this code.
