SECTION 23-66-4

   § 23-66-4  Financing of assessment. –The party or parties proposing to build and/or operate the proposed facilityshall pay for the assessment in its entirety. If a government orquasi-government agency is the proposer, then the agency must conduct theprocurement process pursuant to chapter 2 of title 37 entitled "statepurchases".
