SECTION 24-3-16

   § 24-3-16  Declaration of opening ofhighway. – Whenever all buildings and impediments have been removed, by order of the towncouncil or city council, from the street or portion thereof taken, and thestreet shall be open for public use, the town council or city council shalldeclare the opening, and it shall be a public highway.
