SECTION 24-8-32

   § 24-8-32  Drainage of surface water.– Whenever any culvert, drain, or watercourse has been placed and maintained orhas existed under or within a state highway for the purpose of disposing ofsurface water drainage, it shall be unlawful for any person, firm, orcorporation to obstruct, block, or close any intake or outlet from the culvert,drain, or watercourse without first obtaining permission from the statedepartment of transportation, which may grant the permits under the terms andconditions as are warranted.
