§ 27-14.1-4 Confidentiality of certainproceedings and records. (a) Notwithstanding any other provision of law and except as set forth in thissection, proceedings, hearings, notices, correspondence, reports, records, andother information in the possession of the commissioner or the department ofbusiness regulation relating to the supervision of any insurer are confidentialexcept as provided by this section.
(b) The personnel of the department of business regulationshall have access to these proceedings, hearings, notices, correspondence,reports, records, or information as permitted by the commissioner.
(c) The commissioner may open the proceedings or hearings ordisclose the notices, correspondence, reports, records, or information to adepartment, agency, or instrumentality of this or another state or the UnitedStates if the commissioner determines that the disclosure is necessary orproper for the enforcement of the laws of this or another state of the UnitedStates.
(d) The commissioner may open the proceedings or hearings ormake public the notices, correspondence, reports, records, or other informationif the commissioner deems that it is in the best interest of the public or inthe best interest of the insurer, its insureds, creditors, or the generalpublic.
(e) This section does not apply to hearings, notices,correspondence, reports, records, or other information obtained upon theappointment of a receiver for the insurer by a court of competent jurisdiction.
