§ 27-17-26 Judicial review of orders anddecisions of commissioner. Any final order or decision of the commissioner shall be subject to review bypetition filed within twenty (20) days after notice of it at the instance ofany party in interest in the superior court for the counties of Providence andBristol, and the matter shall be heard de novo in the superior court anddecisions on issues of fact shall be in accordance with the preponderance ofthe evidence presented there. The court shall determine whether the order ordecision of the commissioner shall be stayed pending the review. The court may,in disposing of the issue before it, modify, affirm, or reverse the order ordecision of the commissioner in whole or in part. Appeal may be taken from thedecision of the superior court to the supreme court, and the appeal shallfollow the course of equity.
