   § 27-34.3-20  Prospective application.– This chapter shall not apply to any insurer that is insolvent or unable tofulfill its contractual obligations prior to January 1, 1996, and any suchinsurer shall be subject to the provisions under chapter 34.1 of this title.Nothing in this chapter shall be construed to require an insurer to recomputeits assessment bases for any year prior to January 1, 2005, and any assessmentbases computed between January 1, 1966 and December 31, 2004 are herebyacknowledged and recognized as factual on the basis of premium date collectedfrom or reported by member insurers with respect to those years.
