SECTION 28-42-69
§ 28-42-69 Complaints to invoke penalties.– The director shall be the party complainant to any complaint and warrantbrought to invoke the penalties provided for in §§ 28-42-62 –28-42-66, and the director shall be exempt from giving surety for costs in anyaction.
