   § 28-5.1-10  State contracts. – The division of purchases shall prepare any rules, regulations, and compliancereports that shall require of state contractors the same commitment to equalopportunity as prevails under federal contracts controlled by federal executiveorders 11246, 11625 and 11375. Affirmative action plans prepared pursuant tothose rules and regulations shall be reviewed by the state equal opportunityoffice. The state equal opportunity office shall prepare a comprehensive planto provide compliance reviews for state contracts. A contractor's failure toabide by the rules, regulations, contract terms, and compliance reportingprovisions as established shall be ground for forfeitures and penalties asestablished by the department of administration in consultation with the stateequal opportunity office.
