SECTION 29-1-3

   § 29-1-3  Clerical assistance. – The general assembly shall annually appropriate such sums as it may deemnecessary for clerical service in the state library, and the state librarian ishereby authorized and empowered to employ additional clerical assistance. Thestate controller shall draw orders upon the general treasurer for the paymentof all sums appropriated under the authority of this section, or so muchthereof as may be from time to time required, upon his or her receipt of propervouchers approved by the state librarian and the secretary of state.
