SECTION 29-4-1

   § 29-4-1  Founding by town or city. –The electors in any town, qualified to vote upon any proposition to impose atax or for the expenditure of money in the town, voting at any financial townmeeting, or in the case of any city, the city council, may appropriate such sumor sums as they shall deem proper for the foundation therein of a free publiclibrary, with or without branches, for all the inhabitants thereof, and toprovide suitable rooms, land, buildings, and capital improvements for thelibrary.
