   § 31-23.1-4  Legislative approval. –Pursuant to article V(e) of the Vehicle Equipment Safety Compact, it is theintention of this state and it is provided that no rule, regulation, or codeissued by the vehicle equipment safety commission in accordance with article Vof the compact shall take effect until approved by act of the legislature.
