SECTION 31-3.1-26

   § 31-3.1-26  Powers of division of motorvehicles. – (a) The division of motor vehicles shall prescribe and provide suitable formsof applications, certificates of title, notices of security interests, and allother notices and forms necessary to carry out the provisions of this chapter.

   (b) The division of motor vehicles may:

   (1) Make necessary investigations to procure informationrequired to carry out the provisions of this chapter;

   (2) Assign a new identifying number to a vehicle if it hasnone, or its identifying number is destroyed or obliterated, or its motor ischanged and shall either issue a new certificate of title showing the newidentifying number or make an appropriate endorsement on the originalcertificate.
