   § 31-3-23  Application for dealer's plates.– Any manufacturer, bailee, transporter, or dealer may apply to the division ofmotor vehicles on the appropriate form to obtain a certificate containing ageneral distinguishing number and for one or more special plates as appropriateto various types of vehicles subject to registration pursuant to this chapter.The applicant shall also submit proof of his or her status as a bona fidemanufacturer, bailee, transporter, or dealer as may reasonably be required bythe division of motor vehicles.
