SECTION 31-3-38

   § 31-3-38  Change of engines. – The administrator of the division of motor vehicles is authorized to adopt andenforce such registration rules and regulations that are deemed necessary andcompatible with the public interest with respect to the change or substitutionof one engine in place of another in any motor vehicle.
