   § 31-3-84  Special plate in honor of Dr.Martin Luther King, Jr. – (a) The administrator of the division of motor vehicles is empowered to makeavailable a special motor vehicle registration plate in honor of Dr. MartinLuther King, Jr. The plate shall bear the designation "Dr. Martin Luther King,Jr. 1929-1968" and shall bear the seal of the state imprinted on it. Thespecial plate shall be displayed upon the same registration number assigned tothe vehicle for which it was issued and shall be used in place of and in thesame manner as the original registration plates issued to the vehicle. Theoriginal registration plates for the vehicle shall be removed from the vehicleand the registration certificate for the plates shall be carried in thevehicle, in accordance with § 31-3-9. The registration certificate shallbe in effect for the special plate.

   (b) A special automobile or commercial commemorative Dr.Martin Luther King, Jr. plate shall be issued upon application using formsfurnished by the administrator upon payment in addition to the regularprescribed motor vehicle registration fee, and a service charge of fortydollars ($40.00) for each issue. The service charge shall be paid to theadministrator prior to the administrator's acceptance of the application. Theforty dollar ($40.00) service charge shall be allocated to the division ofmotor vehicles for its costs in manufacturing and distributing the specialplates.
