SECTION 31-33-4

   § 31-33-4  Transfer of registration todefeat purpose. – (a) If an owner's registration has been suspended under the provisions ofchapter 31 or 32 of this title, the registration shall not be transferred, northe vehicle in respect to which the registration was issued, be registered inany other name until the division of motor vehicles is satisfied that thetransfer of registration is proposed in good faith and not for the purpose orwith the effect of defeating the purposes of these chapters.

   (b) Nothing in this section shall in any way affect therights of any conditional vendor, chattel mortgagee, or lessor of a vehicleregistered in the name of another as owner who becomes subject to theprovisions of this section.

   (c) The division of motor vehicles shall suspend theregistration of any vehicle transferred in violation of the provisions of thissection.
