   § 31-5-36  Denial of license –Hearing. – The department may, without prior notice, deny an application for a licensewithin thirty (30) days of the receipt of an application, by written notice tothe applicant stating the grounds for the denial. Upon a request by anapplicant who is so denied a license, the department shall set the time andplace of a hearing upon the denial and the department shall conduct the hearingwith reasonable promptness.
