   § 34-45-3  Legislative purpose. – It is the purpose of this chapter to provide a mechanism which will, to thefullest extent possible: (1) preserve the availability and affordability to lowand moderate income persons and families of currently available federallyinsured and assisted housing in the state, and (2) avoid the involuntarydisplacement of tenants currently residing in federally insured and assistedhousing.
