SECTION 35-5-3

   § 35-5-3  Payments from treasury forestablishment of funds. – For the purpose of providing from time to time moneys for the establishment ofrotary funds, a sum sufficient is hereby appropriated out of any money in thetreasury not otherwise appropriated, and the proper officer of any statedepartment or agency may present a voucher to the director of administrationpayable to the disbursing officer for such sum as may be necessary, and, whenapproved by the director, the state controller shall draw his or her order uponthe general treasurer for the payment of such sums as may be from time to timerequired, and the sums shall be charged to the state department or agencypresenting the voucher.
