   § 36-12.1-13  Executive officers andsecretary. – (a) The Board shall elect a Chairperson and Secretary. Moreover, the StateController shall serve as the Treasurer.

   (b) Any negotiated agreement entered into after July 1, 2010,between any state or municipal agency or department and an employee oremployees, whose conditions are contrary to the general laws or the rules,regulations, and policies as adopted and promulgated by the OPEB Board shall benull and void unless and until approved by formal action of the OPEB Board forgood cause shown.
