   § 36-4-57  Compliance with federalstandards. – The provisions of this chapter, chapter 3 of this title, or of the personnelrules shall not apply in each instance where it is contrary to merit standardsestablished by the federal government or any agency of the state wherecompliance with the merit standards is a condition precedent to the granting offederal funds to the state or any agency of the state.
