SECTION 37-22-13
§ 37-22-13 Construction. – This chapter is deemed necessary for the welfare of the state and itsinhabitants and shall be literally construed so as to effectuate its purposes.Insofar as the provisions of this chapter are inconsistent with the provisionsof any law or ordinance, general, special or local, the provision of thischapter shall be controlling.
