SECTION 39-11-3

   § 39-11-3  Operations requiring certificateof convenience and necessity. – Any person seeking to engage in the operation, or to extend a presentoperation, as an intrastate common carrier of persons or property by aircraft,shall first obtain a certificate of convenience and necessity from the publicutilities administrator in accordance with the provisions of this chapter.
