   § 39-2-11  Penalty for refusal of carrierto receive and transport. – Every common carrier who shall refuse or neglect to receive and transportgoods, wares, and merchandise in the manner as provided in this chapter shallbe fined not less than fifty dollars ($50.00) nor more than five hundreddollars ($500).
