   § 4-6.1-11  Appropriations. – The general assembly shall annually appropriate any sums that it deemsnecessary for the purpose of carrying out the provisions of this chapter. Thestate controller is authorized and directed to draw his or her orders upon thegeneral treasurer for the payment of these sums or so much as may from time totime be required upon receipt by him or her of properly authenticated vouchers.
